How it works

Pakistan: the official HEC rule
HEC's policy guidelines give each grade a range of grade points and percentages, and state that a CGPA receives the minimum percentage of its band. So a CGPA of 3.00 (grade B, 71–74%) equals 71%, and 3.50 (A-, 80–84%) equals 80%. The popular "CGPA × 25" formula gives 75% and 87.5% instead, which overstates the official value.
Other systems
There is no single worldwide formula. For 10-point grades, CBSE-style boards multiply by 9.5 (8.4 → 79.8%) and many Indian universities multiply by 10 (8.4 → 84%). On 4-point scales outside Pakistan, × 25 is common (3.4 → 85%), and on 5-point scales × 20. The converter shows each formula it uses.
Which number to use on applications
When a form asks for a percentage, use your university's official conversion if your transcript or degree shows one. If it doesn't, use the rule your university or board publishes; the numbers here are the published or commonly used ones, labelled so you know which you are quoting.

Frequently asked questions
Is CGPA × 25 correct for Pakistan?
Not according to HEC's own guidelines: they assign the lowest percentage of the grade band, e.g. 3.00 = 71%. Some universities still print × 25 conversions, so check your transcript.
What percentage is a 3.5 CGPA in Pakistan?
80% on the HEC table (grade A-, 80–84%).
How do I convert a percentage to a GPA?
Choose Pakistan HEC and "Percentage to grade": you get the grade and its grade-point range, e.g. 82% is A- (3.34 to 3.66).
